Well, I guess the year and model would help.

1986 300e, it feels like the throttle plate but you can't push gas pedal either

Well, I don't have that car, but I can offer a little advice, and hopefully that will cause some one else to chime in, especially if I am wrong!!

First you need to determine if the problem is with the cable from the pedal, or with the butterfly itself (throttle plate). These 2 are seperate systems so you should be able to seperate them and make that determination.

If it is the throttle plate, then you need to do a close visual inspection with a flashlight to see what might be blocking its movement. Could be something fell into one of the orifices when you had some hoses disconnected? Or maybe just a lot of gunk built up in the throttle body?

You mentioned it opens 1/4? Is it free up to that point? If so when it hits the end I imagine it would make some sound that would come from the problem area.

I figured it out the plate that all the links tie to was bent enough on one corner to make it hang up, just waiting on backing plate from mb to finish and then I can here the new hotrod, should run alot better
