Throttle Switch?

OK,,,,, There is a switch on my throttle control,,,,, not the throttle position sensor,,, it looks like a big microswitch with a roller bearing on it. is this switch supposed to be open in the rest position of my throttle?? what dose this switch do? your comments will be appreciated!
