Maybe it's to compensate for idle when the A/C is on?

solex carb
i believe that the valve you have pictured is a shut off valve designed to prevent dieselling when the car is shut off.the wire going to it is power all the time when key turned on.now, this carb is junk.it is made of aluminum and as such IT WILL WARP causing you to believe that the gaskets have failed.it's best use is as fishing weight.company called J.A.M. engineering in california came up with direct replacement of modified holley[100 times better]easy fit even for novice.david poole european performance dallas tx 2149567007.

My erudite friend, DSP is correct.....it is an idle fuel/air circuit shut off valve.
Closed with ign' off. Prevents run on after koeo. Most all european manufactured carb's for cars/trucks had one installed from about 1968 on. Pierburg/Solex etc..... with the exception of S.U. who used a manifold air valve that was open with koeo.. Ford used one too, to stop the engine running on with the crappy ( Constant depression. ) variable choke Autolite carb, ie: Escort/Mexico/1.3/1.6/2000etc . .
