if I have the upper contorl arms changed and the sway bar bushings do I have to have the car alignment redone also?

you will want

to get it aligned anytime you do front suspension work like you describe.

Yes.
Most cars are aligned more frequently than the parts are replaced. So, you may have had an alignment with the worn upper or lower arms. In that case, the new ones will be a different measure.
