The accelerator cable is designed to open the butterfly in the throttle completely.

There is a section of linkage that controls that operation. Checking the position of the throttle butterfly while someone holds the accelerator pedal at full throttle is the only way to make sure the adjustment is correct. OF that is done with the key OFF.
