'87 560sel 125k

I'v e got a problem with the climate control system, no cooling or heating just ambient air flow continuosly from front vents and defrost vents 50/50 mix. I checked the air flow vacuum motors and they are operational by hand, not stuck. No matter what buttons are pushed on the console, no vacuum arrives at the vacuum motor to open or shut air flow vents? Do the climate control consoles go bad? Is this what I've got here?
