I know a guy that has been playing with the HHO thing all winter. He has yet to see any results that prove anything. I have looked at his devises that he built and he spent lot of time and money on this and I think its crap..

I'm not certain yet if this works yet or not, but I have built a HHO generator we are experimenting with and have produced a signifigant volume of HHO but have not gotten it injected into an engine yet to verify performance. We have tested the HHO produced and found it to be extremely explosive!!! Within the next few weeks I will have a spark arrestor in place and try injecting it into the air intake. Once that happens I will have a better answer.

It would be easier, and probably cheaper, to eliminate the electrical elements and drop pellets of pure aluminum into the water. That would rapidly dissociate equivalent amounts of usable hydrogen.
Better yet, find a way to ultrasonically atomize gasoline into an aerosol upon injection into the cylinder. A fraction of the amount of gasoline would produce the same power (same principle as fuel-air bombs/explosives).
