1997 e320 Fuel Pump

My 1997 e320 will not start - so far I have replaced the CPS sensor and fuel pump. Last night I didn't have power to the fuel pump, but after taking a second look at my multimeter, I decided to use another one and was able to determine I have just shy of 10 volts getting to the pump when the engine turns over. I would have expected near 12, but would also expect 10 volts to at least run the pump if it was good. I think I have a bad pump - does anyone agree?
