There's any number of issues that can cause this.
Check for: 1) Vacuum leaks. Especially in breather and idle air hoses. 2) Idle air valve issues. Make sure it works. Test it with a 9v battery. 3) Fuel pressure issues. Pump, filter are all suspects. 4) OVP relay is possible too, but vacuum leaks more common. 5) Cap, rotor, wires, plugs should all be checked. Start with those. You will probably find the issue. Electric fans are temperature controlled. There is a thermostat that causes them to come on. They should come on if you are sitting at idle and it is hot outside. Turning on the A/C should make them come on fairly quickly. If not, check out the fuse and the fan thermostat.
