I don't believe the right side has a foglight. Someone may have added a socket or something, but typically on a US car there is no wiring for the right side fog light. So if I am furhter understanding, there is only a perceived problem with the rear fogs, but no tail light problem?

The defective lamp could be elsewhere, you need to go around and make an inventory of what isn't working, it could be anywhere. ALTHOUGH I thought you mentioned the turn signals aren't working? You need to check everything, like all the brake lights, the side markers, license plate lights, they are all monitored.

Then worry about the top not working, one at a time please! I doubt the problems are related.
