Belt Change on 201 16v

I need to change my serpentine belt on the 190. From what I can tell there is a belt tensioner adjustment on the intake side of the engine. When I look at it there seems to be a screw at the bottom of a shaft that also looks like it can be turned.

Is that the tensioner adjustment and if so how do I loosen it to remove the belt? The MB shop manual does not seem to have any info (just the regular 2.3 engine). I searched here but I guess I am using the wrong parameters.
