Dear God, is there a way to determine if this problem is the Klima or not?

Not being knowledgeable about electric conductivity, except the ability to be shocked, what device would I use to measure the presence of absence of voltage. Are we talking a simple 12 volt test light or a "volmeter" hand-held thingy? A 12 volt test light I have, if I need to measure the charge, that I don't have.
