M103 distributor rotor driver

The manual says to pull out the distributor rotor driver once the torx screw is out. The torx screw is out and the driver won't budge. I pried lightly against the front cover and all that does is break the orange plastic shield. I can move the front cover about 3mm forward. What now?

BTW, should that orange plastic shield be free to rotate?
