Broken Speedometer and Odometer

Hi there!
Yesterday, the speedo- and odometer of my 300D (1980) broke
at the same time.

Does this mean, the speedo cable broke or
could it be something else?
If I change the cable, do I have to remove the panel cluster or
not?
Any help would be greatliy apprechiated!
