It's pretty cold up here (about 0 F). Everytime I park in a warm garage for couple of hours or so, when I leave the garage the car hesitates and gets non-responsive to gas pedal. As if condensation occures which causes the gas not to burn properly. Even when the gas tank is 2/3 full.

Does this mean there is water accumulated in the gas tank? If so how can I remove it.

Up where?

If you live in an area that requires oxygenated gasoline using ethanol, small amounts of water should mix with the gasoline and run through the system, because alcohol acts as a cosolvent that allows a small amounts of water to mix rather than separating and sinking to the bottom.

There are also products that you can buy at parts stores to purge water. They are mostly alcohol.

You could have another problem, but a can of "Dry Gas" or "Heet" (two brand names I recall) might be worth throwing in the tank.

Been there with the water. Do you happen to park nose down in that garage? If so, gravity settles the water near the fuel line, and you will get hesitation for the first several minutes of operation. Took me a while to figure the gravity factor out.
My water was from contaminated fuel from a particular gas station. Beware.

Go to the parts store and buy a can of B12 Chemtool. It is sold in spray and pour cans, you want a pour can. Go to the gas station, pour in the entire can contents and fill the tank. Run that tank pretty empty before refilling. That will do the trick.
