190e external fuse box question

I opened the small black plastic fuse box beside the main fuse box and found that one of the 2 fuses was missing.Is there supposed to be 2 in place?They are the blue fuses.What are they for?I think they are for the heater blower.
The heater blower was working anyway with only one in place so I don't know if it was missing not necessary or fell out somehow.

Does the position without a fuse have any wires connected? It could be that it is a spare for options that are not fitted to your car. My 190E had only one fuse in that fuse box. The second one was vacant without any wires connected. It turned out to be a very neat way of fitting a fuse for my additional driving lights.
