I would guess that 100's of hours would be required to get the fuel control right under all conditions and without a rolling road and emissions tester it would be a long iterative process based on driving the car between software changes.
not 100's of hours.....you hook up a wideband sensor into exhaust to check mixture so you can tweek the fuel maps.....many do this on a dyno since it measures power at the wheels far more accurately than your butt sensors are capible of.

A friend of mine did this with his Gullwing that he runs at Bonneville. He's spent around $20k for his system. Complete electric injection, individually fired coil packs, full racing computer, etc.. It's literally a modern engine in the control aspect. He got around 260hp and 150 mph with 3 bent valves and about 40% compression lost on average of the 6 cylinders.
