Not with the hand primer. After you primed with the hand primer and got all the air out of the Fuel injection Pump housing then you loosen the Injector Line Nuts and crank to bleed the air out of the fuel Injection Hard Lines.

I have an OM621 Engine Manual and what I am seeing is a Fuel Injection pump with a pneumatic governor and no Fuel Pressure Relief/Overflow Valve. That means when you use the hand primer there is air bleed screws on the fuel injection pump housing that you need to open while you use the hand primmer to bleed out the air from the housing.
After that you would loosen the Line Nuts at the Injectors and crank till fuel comes out of them. Tighten the nuts and attempt to start.

If you are doing this you are checking the Camshaft Timing not the Fuel Injection Pump timing.
Also are you rotating the Engine in the correct direction. I have a different Engine but did a similar check and due to stretch and war of the timing Chain and or Gears my reading was 2.5 degrees After Top Dead Center.

Fuel Injection Pump Timing is done separately. Timing for the OM621 is 26 degrees before Top Dead Center.

Also a pick in the book is captioned new type of Injection Pump with centrifugal governor as from Oct 62. If that is so your 63 should have the mechanical centrifugal governor and the screws to bleed the air from the housing are on the upper side of the fuel injection Pump.
