Weird radio problem...
Initially I had this problem several months ago...
I just got a new battery via MB Roadside Assistance yesterday after getting 9 years out of the original :-0 For those interested, I live in the Northern VA/Wash DC area and my total cost was $174 and change. After the battery change, when I shut off the car the radio stays on and I have to turn it off manually. Before the change, the radio would shut off when the ignition was shut off. What gives? How can I change it back so the radio will shut down automatically? I was never able to figure out the problem so I just lived with it for a couple months. Went over a bump in the road due to some road work the other day and the radio went out. Can't even power it on now. No clue what happened?? Checked the fuses and they appeard to all be intact. Didn't know there were any fuses there?? Nothing in the manual....
How do I access them?

Maybe you don't have any!
Because we really don't know since you fail to mention make and model. We assume it is a MB, but any service related conversation should start with make and model.

did you pull the radio out and check the fuse that's on the radio? Also, I believe 99 MLs don't have fuse box on the passenger side kick panel.

do I need the special tool "key hooks??'' to pull the radio to access the fuse you are referencing?...or is this fuse in the fuse box under the hood? Once I pull the fuse will I need the special security code to turn the radio back on? What is the proper procedure for checking / changing this?

yes, a pair of radio keys are needed. you can buy them from dealer, cost less than 10 bucks a pair.
The fuse box under the hood is for the entire audio system. There is an additional fuse that is attached to the radio. Once you pull the radio out, you shall see it on the back side. Pull that fuse out and see if it was blown. sometimes it will reset that condition you were describing. also need to have radio code handy. You can find that on the owner's manual (the one that references your audio/radio system).
