Running cool in winter, how to fix?

Usually running cool isn't a problem here in Texas, but when it's 25F outside I'd like to hit operating temperature even if it is only to have the heater putting out full heat.
So, is running cool, 60C instead of 80C, normal? If so what are the usuall fixes?
Or is it a sign of a problem? If so what do I need to look at?
