2005 e320 low beam bulb removal

I understand 1/4 turn counterclockwise should remove the bulb. But can't seem to get it to turn. The tech article for my model shows a different bulb.
Utube ,The Auto Guys shows what I have but still, can't get it to rotate. What am I doing wrong?
