Eliminating agressive drivers and careless drivers would make it safer. I have no idea how a process can be instituted to do that though.

If safety is the issue then the German approach is pretty darned good. It'd make my much more likely to drive really fast on interstates if I knew that every driver had to pay big bucks to take a strenuous course for the privilege of driving on great roads. But we're not that kind of country. Instead we have Darwinian driving.
