Why don't the daytime running lights (so popular on modern cars) turn on the frickin' tail lights too???

How many people here have witnessed the guy driving at night who assumes his headlights are on because he can see, but is running no tail lights because what is on is the daytime running lights? I see this no less than 3~4 times per week.
