It is a 2 part equation. The teacher must want to teach and be competent. The student must want to learn and be able to receive instruction. If the student is not motivated, they will not make the effort to study and hence they will fall behind. If teachers are not motivated, they will not teach well and you also have problems. At present only one end of the equation can be fixed.

Problem is when the teacher is not competent, we can light a fire under them and get them going. When the student is not wanting to learn, there is little you can do

Obviously you have never visited the Detroit school system, where 30% gradumacate high but the rest be stoppin in midle skool

No, but I am saying that there are 2 ends of the equation. Student and teacher. You can push one group to get better results but since you cannot push the other group, the results will be limited. Sure, it will be improved over a case where BOTH groups are not pushed at all but it will fall short of the results where BOTH groups are pushed.
