If you have a Series I, I would look for another engine. The Series II would be worth repairing IMO. I have repaired and resold many engines that were thrown away as "junk".

A Honda engine & a new pump would probably make it work pretty reliably.

The air cleaner and serial number tell me its a Series !!, but there is no oil filter.

The oil filter could be added if you have room in the application. If the engine runs in a clean environment and you're good about maintenance, the filter is not an imperative. I have a 20 year old Magnum (later version of what you have) that has no filter and still has hone marks in the cylinders.

I hope to be tearing into it in a another few weeks. Fortunately, I have a Cub Original that I have been able to use to mow until I can get the Kohler rebuilt. Its amazing what 7HP in that Cub Original can do--a neighbor tells me his push mower has more HP!

Make sure you cleaned the top and side holes in that jet. A cleaner for welding tips works really well.

Always check your compression before you spend much time on an engine, especially a throw-away engine.

I have a HF Greyhound Honda clone engine on a mower that works really well. Cheap on sale and coupons. You have to dinker around with the cable connections if you want those to work. The shaft length could be an issue.

And IT probibly stalls in tall grass too. I noticed that sort of thing....I have a 6hp Murray that has trouble going through grass my VERY old Hechingers 3.5 HP mower has little trouble with (from before they required engine brakes). And both are push mowers. Its almost like HP figures on mowers is over inflated these days.
