The context of the statement is comical. Is any nation's borders "secure" . . . well Iran does a fairly good job against hikers, and the former East Germans did put up quite the effort . . . but historically, has any US border, since the inception of the nation, been secure?

Its just a minor deployment of advisers, I'm sure we have such contingents in dozens of country's.
