That, my curious friend, is a weinheber. An Austrian invention for serving summer riesling. They had some popularity in the 1970's. The really good quality ones are wheel engraved leaded crystal. The cheap ones have the design sand-blasted onto it.
Leaden glass ... does that mean what I think it means: Will it leach lead into the wine?
