That's right any manager at any level that is worth keeping on the payroll can cut 2 1/2% from their budget. They could do it the next year too. After a few years it gets tougher, but it can happen.

My industry went up and it went down. It was amazing how much could be cut and the ship was still floating. If we had only had to cut 2 1/2% a year it would have been cake.

So what would you expect a conviction to be based off?

Well, in his mind, perhaps. After all, if we could talk to Hitler, he too would tell you that he is trying to do the world a service by getting the Jewish vermin off the face of the earth. I mean, do you condemn a man for killing vermin?

No but do such personnel exist in govt service?

If they CAN'T do the job, then why ARE they in government service?
When did the government become the employer of last resort?
Should government be the employer of the unemployable?

...could absorb an increase 2 1/2% less than anticipated.

I was speaking of managers in private business. Unfortunately managers in government never learn the meaning of profit. When there's no penalty for losing money, they don't end up learning what they need to know in order to operate in a thrifty manner.

I'm not saying that none of them could make it in private business, but if they did it would be after the learned about something called efficiency.

Exactly. That is why government done stuff is a mess. No real consequences.

If they could they would leave and work somewhere else.

This brought to mind a common saying of an old German Engineer that I worked for very early in my career. He said something like "anyvon can make it for a million dollars, making it for fifty cents, now THAT's engineering!"

This applies perfectly to government agencies. They don't have to operate with budget constraints, they only have to operate.
