You never know what people are going to do nowadays, there are some certified nut cases and the less interaction with them the better. The lesson is if you see someone suspicious in the area never get out of your car to follow them, leave the area immediately. If the dude breaks into someone's house or apartment, they can always dial 911 and wait.

 I agree with that. But, Z went beyond that common sense and totally disregarded the "Watch" instructions and what the 911 Operator said. To Me that made Him Negligent. 
2. law guilty of negligence: guilty of failing to provide a proper or reasonable level of care.
I say that because He was not doing His job as a Neighbor Hood Watch correctly. 
 
But, perhaps what He did was more Civil Court issue than a Criminal one.
