After his trial balloon showed that people didn't like the idea, he THEN started talking congressional approval, so that he can divert responsibility/blame. He is NOT losing his knack for knowing how to set up a situation to shift blame when necessary.

Its also the proper thing to do. Congress has the sole authority to declare a war. There is no overriding US interest that requires an immediate response. Follow the balance of powers as specified in the Constitution.
