I don't follow. You don't know if it is locked or not till you get there. However, if there are 2 cars, one running and both locked, which one do you think I am going to hit if I want a joyride or just to steal the car?

That's my point, an unlocked running car is a more attractive target than a locked one running or not. The unattended idling law addresses that.

Unattended means SOL
It's the unattended part that's the worst. The driver is obviously in no position - literally and otherwise - to control the car in case of.....anything. Especially, if the transmission gets engaged and the car starts motivating (thinking frisky children of all ages, maybe even dogs).
And, it's a helluva way to get one's car stolen. Insurance agents must love those stories.
