99% of the time, when people go to traffic court, they plead out then pay the fine to the clerk of the court. Rarely do they sit in the hallway for a few hours watching how many $$$$$$ is paid to the clerk.
Once upon a time, I got a B.S. ticket and went to court to fight it. I took a friend who sat in the hallway while I went into the courtroom to slug it out with the prosecutor and the judge. By noon, my friend had counted $7,000 in traffic fines. This jerkwater town had all but two traffic lights....it was obvious this was how they made their budget.
Next time I rolled through that particular part of the country, I counted ten cops within a three mile stretch of highway just looking to get people for any reason they could. Remember, traffic court is really a BANK.
