Hi Ron, Since you don't mind any opinion, I think your fan motor/regulator is not working. W123 uses resistor to govern fan speed. And you need to replace the fan and regulator at the same time.

Sounds like a vacuum issue, perhaps he accidentally disconnected a vacuum line during his repair. Get him to check it out, he should not charge you anything.
