its too hot! A.C problems 87' 300e

ok i drive a stock 1987 300e ( w124 ) and when i turn on the lower button ( the fan which is not filled in , the weaker setting) it comes on usually when driving speeds above 10 mph. if not, it just doesn't work. it also isn't that cold. how cold is it supposed to get? and when i press the button for the strongest setting it works for a while ( only at higher speeds eg. 40 mph and up ) but even after a while it turns off by itself.

additional failure?? even when the air is turned off, and the windows closed, and i start driving , i feel a faint air coming through the air openings for the ac/heat. and when the ac is working, it comes out pretty weak on the left side ( drivers side, us model ) and the last question what is the usual cost to replace the cabin air filters? there are 3 correct?
