I do not think the two reservoirs have anything to do with each other.

There is a heater in the washer reservoir and that is why it is hot.

On the coolant issue, I bet that you have a bad cap for the expansion tank. Spend about $5 and get a new one. If that does not solve the problem, it is still a $5 well spent because these caps are known to fail.
