Is my torque wrench broken?

I purchased a "Cal-Hawk 1/4" drive click torque wrench" from the local tool store. I haven't used it in a while so I followed the instructions and set it at the lowest torque setting and tried it out on a bolt. The tool would never "click"!! I tried it on a lug nut bolt on the car and it still will not "click". It is a $25 tool......could it be broken? If so, is it possible to repair it?
