What I meant was... WVO is vegetable oil recovered from a restaurant.

Biodiesel is vegetable oil recovered from a restaurant with a few chemicals added and drained back out... very similar to just throwing some Power Service in with normal diesel, for all practical taxation purposes.

So how do you make WVO legal without making WVO+Methanol+Lye+Wash Water legal?

That's like saying #2 is legal but Power Service is illegal. You can't say that the latter is significantly different from the former.

As a resident of Washington state. I have one concern to voice that is more important to me than tax free wvo on road use. Washington state has invested a large amount of money into biodiesel production. Unfortunately the legislature have passed a law to adopt Californian emissions. I would like to see a law passed that states that if there are no cars/trucks that meet Californian emission standards for diesels that are for private(not bound to commercial use only) the state revert to federal emissions standards for diesel vehicles sold in the state.

As for tax free use of WVO if some one wants to testify they should point out that Washington benefits from Washington state businesses that make conversion kits such as FRYBRID http://www.frybrid.com . Also they should point out that running WVO is recycling at its highest form due to little or no byproduct. As long as the VO has been used once were are getting double the usage out of it.

NC law RE: tractors, combines, etc. don't require a license plate, inspection or highway legal fuel. ONLY that the tractor has rubber tires (solid or pneumatic). ANY vehicle registered in NC requiring plate, inspection and insurance is highway tax liable.

The small trucks used to move cargo trailers in a freight yard (sometimes called "yard birds" or "yard dogs") CAN use off road fuel but only off road.

Here is one simple way of figuring out your mileage. You sign a paper that says you HAVE to maintain a working odometer and you go to the DMV to report it. You have a sticker in your window. Should a cop pull you over and see it, he checks your odometer. If it is not working, you leave the car there and have it towed to repair the odometer and get a ticket.

Cars over 20 years old are working-odometer-exempt (at least in Nevada).

WVO Update

The States of Arkansas, Illinois, and I believe WI have all passed laws exempting WVO users from having to pay State Road Use Taxes. I have heard that Texas has also done that as well ... can you believe the OIL state of Texas has been liberal enough to exempt WVOers from paying road use taxes. Lets see now Texas and Taxes did I misspell something same number of letters just in a different order.
People who use Propane to run their vehicles pay in some states an annual sticker tax to cover their road use. I mentioned this to my legislators but they thought we needed exemption.

For Things to Change, YOU need to change.

Tractor Trailers do most of the damage to our roads not cars and that is the industry that Forced Induction is in and probably why he is such a stickler on WVO being illegal.

Very true, that is the dilemma, how do you exempt WVO and homemade BD from road tax while other folks are paying road tax on commercial BD? That is not fair to anyone.

I still think the best solution would be a flat annual tax that would allow that specific vehicle to use any alternate fuel without additional tax. Would you be willing to pay a $500 (just an example) annual fee instead of any additional (per gallon, or per mile) taxes?

In WA tax evasion is ony applicable if selling bio-diesel, and it does not mention any other alternative fuel
