What would you name these parts?

Hi There, Ive discovered the source of a rattling problem on my 85 300TD wagon due to a couple of bolts with rubber that attach the air filter housing to the bracket in the engine. Im trying to find replacements for these bolts but cant figure out what the proper name for them. Any Ideas?
Also I noticed a small o-ring missing on what looks like a drain that leaves the air filter housing (see attached pics) is this important? and what would I call this to be able to order a replacement.
and the one other question is how much oil is considered to be acceptable in the air filter housing?
