Nope. Not in Texas. A vehicle pulls in front of you, and you ram it from the rear - you pay, and get cited. In Texas, the law is named; "Following Too Closely."
I would not die in the ditch of trying to prove the Texas Law invalid, by wasting time and money trying to do so. I would cut my losses where they are, and
get on with my life.
