Need help identifying part in picture 87 190D

Hi,

I am trying to diagnose some issues and have a seperate thread going on for that. I need help in identifying on part that I think might be causing a faulty ground or a short .

The first picture is of the part in question. It looks like either a fuse or a connector. Its all rusted out and i fear that its broken and needs either replacing or at least a thorough cleaning if it can stand it.

The second picture is of a vacuum line on the left of the main fuse box that has been plugged with a golf tee by the previous owner. I can't tell what its for . If any one can let me know what those four lines go to, i will try to figure out which one is capped by checking those systems.
