Can someone tell me where the Blower Control Relay is on a 1981 300D? I can't seem to find it!

What do you mean by "blower?" Do you mean the heater fan? Or, the turbocharger (if you have one)?

According to the Haynes manual, the heater fan motor is located under the passenger side dash. You need to remove the cover panel to access it. I'm not sure what relays, if any, outside of an electro-mechanical control module your car has. My '82 300SD has a 5-button assembly that can be accessed from the front of the dash. These units often suffer from cold solder joints, that lead to intermittent operation. After 21 years, the motor brushes COULD be ready for replacement; or, a new motor. From the description in Haynes, replacement should be easy.
