Transmission upshifts too soon

I have a 1983 300D with a 722.3 in it. Intermittently it will shift up too soon, being that at take off it will barely bump 2nd, be in 3rd for a short while depending on throttle position, and sometimes by the time I'm at 20 mph im in 4th. Also my reverse lock-out will sometimes hang up and not let me go into reverse or park when I am not moving. The governor pressure is correct, I have tested it multiple times, the modulator pressure is correct, the TV cable is properly adjusted, and the throttle linkage is properly adjusted. Has anybody else had this problem? Could I have broken/weak springs in the valve body or sticking valves? Any input would be great my next step is pull the valve body out and go through it cleaning the valves and possibly putting a spring kit in it.

how are you sure the TV *(bowden) cable is adjusted properly?

Forget how the Bowden cable is adjusted, give it a couple of turns and see if shifting improves or requires a heavy foot. Could the Bowden cable be disconnected at the transmission end?

I have had that exact problem on a 722.4. The governor was sticking at times. That will cause early or delayed shifting and cause the problem of not being able to go into reverse and park.

It sounds like "stacked" shifting to me. I read here somewhere about how to correct it. Do a search on stacked shifts or shifting.

the cable might be adjusted correctly but the bushing could be shot at the transmission. this is how it is on mine. shifts into 4th at like 25mph so around town I leave the selector in S.

A Bowden cable issue (usually a broken adjuster at the cable head on the valve cover) can cause that.

A tired spring in the vacuum control valve (VCV), which is bolted to the injection pump, can also cause this. Here is a DIY: Transmission flaring or clunking? VCV DIY - Mercedes-Benz Forum

The VCV fix cured stack shifiting on one of my cars.

I had issues with my 123 doing the same thing. My Bowden cable had stretched. Get a piece of fuel line, cut it take up the slack in the cable, drive adjust as necessary. I sliced the
Line long ways to go over the cable.
Also there is a plastic modulator in the trans that can break
Mine was replaced and it fixed a lot of the shifting problems
