I see no reason a militia could not do both, but I must say, you are very wrong, the primary purpose of the militia in the 18th Century was to repel invaders.

Maybe your an indigenous person in Alaska, with no possible use for a car, but could use a gun for hunting?

You're a fifth generation farmer in Iowa with no 'job'?

You are a reformed college student who got arrested for underage possession of alcohol?

You were in the armed forces and you just happen to be a violent a55hole?

It's tough to come up with ANY iron clad method of who gets them. Our background check system now works fairly well, but the loopholes need closing.

Those suffering from PTSD due to military service can and have had their guns confiscated and prohibited from buying replacements.

No. The 1'st civil war was against the government of King George which was the government of the 13 colonies. The 2'nd was enshrined in order to ensure no future government would ever be able to oppress the citizenry in the way KG's did.

No restrictions on law abiding citizens.

I want a G36 and P90, but because those rifles scare panty wearing, limp wristed, sissy liberals we can't own the good versions.

I also want the hot five seven rounds for that P90 that are designed to cut through police body armour.

If only it could be properly enforced. It's also worth noting that every felon starts with a clean background.
