MD law on gun carry permits require that the applicant show "good and sufficient" reasons.
My question is, is that standard legal language? The "good and sufficient" seems nothing but arbitrary to me. How can anyone write such a law, or enforce it?

Do you have a citation to the specific law? Like a statute section or something? There might be some clues in there as to what is required or there might be some related regulations that help fill in the blanks. That is an interesting choice of words, but I've seen similar language in other statutes an regulations.

I once saw an old oil production contract that described the volume of a barrel of oil as 'A good measure and a good measure more'. Someone had written in 'one bl=42 US gal' and there were a bunch of initials all around it.

A smart Lawyer can make a contract say whatever they want it to say, and the law here was likely composed by Lawyers in the Lege.

I was told there were contracts that identified 'a good measure' as 40 gallons and 'a good measure more' as two gallons, so perhaps this was common at one time.

It gives the issuer some discretion to decline an application for an obvious nut job who would otherwise qualify. When I got my permit, I stated that I needed the permit for "self protection", which is a catch-all reason.

One lesson about "letter of the law" . . . There are a lot more to those letters contained in administrative rulings and decisions by an appellate court that also make up the law.

It seems like a pretty ambiguous phrase allowing them to make arbitrary decisions per person. Most likely so they can't be blamed for giving kooks carry permits.

...and it allows them to limit certain folks similar to those on this board who apply for such permits because they "wanna" or because they feel they need to "excersize their raaai-hts."

I also heard recently that making a deadly threat over the phone in Maryland is charged as 'improper use of a telephone'. I think some laws need updating.

California has similar provisions. In the more rural counties you can get a CCW pretty easily. In some of the big ones you'd better be personal friends with a mayor or police chief or your CCW isn't getting approved.

Nevada is "shall issue". I like it better that way.

MD is a "may issue" state, and with the powers in control, it is effectively "shall never issue". Very few people qualify with "good and sufficient" reasons to carry. Carrying large sums of cash has been deemed " good and sufficient", but not much else.

Same here in NY. If you're not a security officer or you don't routinely carry large sums of money, you're not getting a concealed carry.

You can get a range permit without too much trouble, however.
