I'd take the stand down. No way I'd actually APOLOGIZE to anyone, let alone a piece of filth in a blue uniform.
As far as enforcing the law, the people tasked with enforcing laws are just as much of a problem as the law itself. If no one was willing to enforce a law, the law would be as good as void.
