Coolent Temp Switch - open or closed?

1988 420 - When the engine is cold what position should the switch be in?
Ohms - Cold ?
Ohms - Hot ?
My Elec fan runs all the time.
I grounded the two wires to the coolent temp switch
The relay clicks and the fan slows down.

The blue 2 pin sensor is (NTC) variable & at low temps has high resistance.
