92 400E Blower Motor Problems???

My blower motor stopped working so I pulled off all the stuff they stack on top of it. When I got it out it didn't work, so I dug further and found the regulator. Checking the voltage to it, there was. While all was out of the car, I connected the controller to the blower motor and turned on the ignition, set the temp wheel far from what the outside temp was and put the fan on auto. The Blower motor ran at slow speed. Set the switch on manual and the blower went to hight speed. All seemed well. Put the regulator back and clipped the motor in its cradle above it and again went to the switches. Now it didn't work.

Is there anything that would make the regulator work while out of the car but not when installed correctly. I say that because both screws were in and the two wires for the blower went under the clamp wire just as they came off.
