87 190e 2.6 won't shift into 4th

The Benz ahs a four spped automatic transmission and won't shift up to fourth gear. At 70 mph The rpm's are around 3300. Other than that the tranny works great.

Yes, I have checked the fluid. The level is fine, the color is good, and it doesn't smell burnt. What do you think it could be?
