First thing I would check is the fuses, if that doesnt help then take apart the switch and clean. (head rest) The telescoping stearing wheel I never had a problem with.

You may get more help if you would let us know what kind of car you are working on. All Mercedes are NOT alike. Also, does it have memory seats? Left or right seat?, etc. For example, "I am working on my 84 500SEL with memory seat on drivers side and non memory seat on passenger side. I found this loose plug under the drivers seat. Could anyone tell me what it may be for." There are a lot of people willing to help fellow members but they can't help with out some help on your part.

I just dug out a set of seat modules for an 89 420 SEL. The drivers side PN 124 820 09 26 has 8 sockets. The passenger side PN 126 820 00 26 has 7 sockets. My guess is you have a passenger module on the drivers side. Check the passenger side and see if it has an empty socket. Quite ofter people will swap the seats because the drivers side sags from use and the passenger side is still good. That is just a guess.
