I just attempted to pour in a gallon of kerosene in the tank and it spilled over, and I know there's room in the tank for 2-3 gallons. (Yes, I should've done this BEFORE the fillup.) Anyway, doesn't sound right but any chance the water in the fuel (which I've determined is my problem) has frozen and blocked off the filler neck ?
I thought water would settle to the bottom..
Not sure how it works with diesel.

Use a heater under the tank and see if it will thaw out...You can check by pumping the hand/primer pump.
